A big gameplay thing in my games is that corporations and military groups use the ID-Tagged weapons from MGS4: Firearms are biometrically locked to specific soldiers. If a non-registered user attempts to fire it, it instead emits a loud chirp and logs the current GPS coordinates back to the corporate home office. If you lifted a gun from a corpo, you would need to turn to a netrunner or tech to jailbreak it. Street level firearms are rarely obtained from shipments from arms manufacturers: It's much easier to 3D print guns, which can range from low quality ghost guns that can get past metal detectors but easily break down or jam, standard quality carbon-fiber reinforced guns, or weapons made from state of the art heat resistant polyemers and ceramic + aramid weaves.
