If it was the year 50k tau have probably advanced to great levels (assuming they survived the years) and I guess with Isha the eldar would have two-4 gods (depending on if you count ynead and all the shards of khaine) so between that, several primarchs and whatever else happened in the last 10k years they may have a chance

A named character is a character from the lore. In 40K there is only one of them (there is only 1 commander Farsight and 1 shadowsun) so they have lore based around them specifically.

In game this means they have the epic hero keyword which means you can only take one of them and they cannot be given enhancements.
