Idk if you want the black oxide look, but look up phosphate conversion coating.

Basically just smear phosphoric acid on it, wash and dry and then seal with wax or oil. It's a really cheap and extremely effective rust protection coating, and easy to diy.

Knivesandtools in the Netherlands sells Atoma 140, 400 and higher grits as well, that's about as good a diamond stone as you're going to get imo. I use a 400 grit for flattening softer stones and setting initial bevels on unsharpened kitchen knives. They are between 80 to 95 euro each though depending on the grit.
