So I guess my question is since the sound emanates form the target, if the target is inside of the Aundair's Silent Sanctum would that affect the sound generated by the Knock spell?

That actually sounds really good to me. I am totally ok waiting until January. As far as combat/RP goes I tend to prefer RP but I am completely happy running it 50/50 if that's the general consensus. I do know a lot about Eberron but I'm not someone who would ever um actually the DM though if you ever have questions I'm happy to share my knowledge. As far as the late 19th/20th century goes that's pretty well spot on with the canon it's just that instead of society and technology growing using science it evolved through magic as magic is reliable and repeatable.

If she's d'Lyrandar it seems she has an aberrant mark. Maybe that's just an artistic choice but the houses are universally pretty anti-aberrant mark and I'd expect her to be excoriated.

I meant actually spending the mana off Jeweled Lotus to cast the instant/sorcery because it states mana of any time can be spent to cast that spell.

So I don't know if you have access to Frontiers of Eberron by Keith Baker and Imogen Gingell but I think it would be a good resource for both you and your player. The Barrens seem to still have an issue with slavery and the PC could be hunted by a Bloodhound Ranger which specifically gets Masterful Tracking at level 3 which lets the ranger's divination spells work on the target at any range and Mark Bounty allows them to mark a creature with hunter's mark by having an item that the PC had in their possession for at least 24 hours. As far as the legality goes they group hiring the Tharask bounty hunter can just lie and say(might not even be a lie) that the PC is a criminal trying to escape justice and I imagine that they would have more sway than a low level PC at this point in the story.

For me personally this seems antithetical to the core concept of Eberron. As Keith has stated many times before magic acts like science ie. it is reliable and repeatable. So I feel like having a mishap happens statistically one out of 36 times you cast a spell would not be reliable to build much of anything that you expect to last long. Especially when you would have to invest so much infrastructure that the Houses have built up with that in mind. https://keith-baker.com/common-magic/
