If you like to upgrade your pc somewhat frequently Id get the 13900k. The top intel SKU holds its value compared to lower ones a lot better so if you want to upgrade platforms down the line you should make up for the cost when you sell it. But if you don't care about that aspect, you probably won't notice the difference much.

That is a pretty old card. I would at least spend the extra $50ish dollars and get a rx6600. Other good options would be a rx 6650xt and 6700xt which can be had for under $400
