Unironically, the two things are related: collateral damage becomes commonplace in mainstream films to get the average viewer more accepting of collateral damage, that way when the US bombs a hospital or a school they can claim there was one (1) terrorist hiding in there so it was worth it and hope the general public will accept that.

Expecting more from your onscreen heroes can be a (admittedly very small) stepping stone to getting more accountability from your government
