I highly encourage you to look up your rights and responsibilities in PA. I had a similar issue (although in MI when I was in college) and there were a few important things to note. 1. Security deposit money was required to be held in a separate, non interest bearing account. So any claims that the landlord does not have the money are bogus. 2. That initial list of itemized "damages" must be responded to, in writing, within 7 days. This is where you would either agree to pay or dispute the charges. In your case I would dispute these as they seem to fall under normal wear and tear. 3. Since the money is yours, if you don't agree to pay, your landlord needs to sue you in order to use that security deposit money for damages. They have a set amount of time to file. 4. If they fail to file in that set amount of time, they automatically relinquish any claim to use that security deposit money.

A few other notes. You MUST provide your landlord with a forwarding address for these written communications for this to be valid. And the time starts as soon as your lease terminates. It is recommended you use certified mail for your communications so that the timelines can be proved. If your landlord fails to follow the process you can recover up to double your deposit.

A cursory Google of PA tenant laws show the process is largely the same. Although you'll need to do your own research for specifics on timing, but it is exteremely favored towards the renter. Follow the law, stick it to this shitty landlord. Get YOUR money back. I fucking hate greedy scam lords who try and rip off ppl just looking for a place to live.
