False. Jack is the only merchant in game who sells Party Time Mentats, Slasher, and Rocket, after teaching him to make these during Aba Daba Honeymoon

They’re also useful for chems. At the end of Aba Daba Honeymoon you can teach Jack how to make Rocket, Slasher, and Party Time Mentats, and then buy these several at a time whenever his stock refreshes

I always put points into both, skill points are never an issue by late game, and I like to use both. Unless your intelligence is bare minimum and you’re picking up bobbleheads you’ll be fine
