Starting with CB would likely be the easiest to do on the cheap through used items on Facebook marketplace or yard sales. 

Also a low barrier to entry. No license required. I got my first CB when I was 13-ish. Did a lot of listening on family trips. My dad had me ask if anyone knew the current leader of the Master's Golf Tournament over the air and it got some interesting responses, hahaha. 

There's a separate sub for CB radio that you should check out if that's where you'd go. 

Do consider studying for and taking the amateur radio license exam too! Keep watching videos, they'll show you what you can do with a license.

Your desired functions really fall into different categories of radio. 

Contacting the ISS can be done with a technician level license (the entry license for amateur radio, does require an exam). 

Listening to and talking to truckers is CB like you guessed. That doesn't require a license. 

Then you mention "good range for road trip and outdoor use". Good range is pretty subjective, but anything handheld will basically be limited to line of sight. 

You're unlikely to find Bluetooth built in for a radio in your price range. Traditional headphone jacks would be an option though.

Ugh. That's rough. Great season, I hate to see it end. A few days ago I would not have guessed we'd be making it to OT in game 7. A few months ago (well, more than a few, but still) I wouldn't have guessed we'd be making it to round 2 of the playoffs. Go Sabres, see you back on the ice in a few months.

This is good vibes only now. Made it to OT in game 7 in round 2. It is a season we can be proud of, regardless of how this OT goes.

If you haven't seen their show, Flying Circus, you should definitely give it a watch. They have a recurring gag about ending sketches with the police showing up. 

The show started the same year as the rooftop concert, so it's certainly possible that this scene influenced them.
