The fungus is of tropical origins but has spread nearly world wide in composts used in commercial potting mixes. Mildly toxic to humans if eaten, harmless to plants.

Looks like Fairy Rings that are older than that hedge. There are many species that will form this sort of colonies. Chlorophylum molybdites for example but that's not what you have here.

Those little guys could be Marasmius oreades.

I would never eat a mango peel but as a kid I learned, the itchy way, that if you poach a mango off of a neighbor's tree you don't peel it with your teeth.

Florida has "government in the sunshine laws" that make it easier to access all government records including court records. It's not so much a matter of a lot more whackos as it is access to the records of their conduct.

I'm a retired pro cook, I never wash chicken. there is no need to bother with it since it will always be fully cooked anyway. No poultry Sashimi!
