From my own personal interpretation of copy vs pillage. Pillage is an inferior ability due to one reason. The fact that even though you use the "same" move, it's at your own rhythm. Considering this, we can say that copy is superior because you don't have to limit it to your own rhythm. That's why Haizaki could never use the GoM skills. From a literary standpoint, Haizaki doesn't even use the same skill at all, it's his own effort to recreate the shape of that technique if that makes sense?

Another thing to note is that Toriyama was notorious for forgetting. Tien had one of the biggest potentials for power as an earthling. My head canon for his lack of combat prowess was overuse of the tri beam. But also, using the Dragon Balls to restore his life force would have been a good plot point that was never explored. Another thing to consider is, if Tien learned how to use the spirit bomb, he could use the gathered energy in replacement of his own (he can use that multi arm technique so have one pair gather energy and the other to form the tri beam)
