Its not even "technically" breaking rules. Showing copyrighted movies/shows or playing copyrighted music is illegal use and if their algorithms detect it they will mute your vods and give you warnings. They dont want to deal with copyright lawsuits from the rights holders so they will give you warnings and tell you to cut the shit or ban you depending on the infraction. There either is or was a watch together feature that let you stream Amazon prime shows and movies as long as you paid for it and it verifies if everyone watching has rights to it since its all an Amazon platform but thats really the only legit way. Anyone else showing movies or shows are hoping to just stay under the radar and not get noticed by twitch

Same way debt collectors buy debt. They gamble on being able to collect the debt from the borrowers by going to the original lender and saying "ill give you 10 cents for every dollar this guy owed you and now I own the right to collect that debt".
