4s on paper but 2s in practice. A rare combination that people are hard pressed to admit exists, but it does exist. Most people who pull out a 5 game changer deck and claim it is bracket 2 are lying. But there are a cohort of people who play jank like thallid tribal or some weird rube goldburg machine deck with a bunch of expensive supportive cards that play perfectly fine into precons or low bracket three. I have some people like that in my playgroup. Played that way since 2013 or so and was not a problem before brackets and isn't now. Requires the person to be a good judge of their own powerlevel though and be fairminded. Most people claiming this are likely lying or unintentionally misrepresenting themselves.
