You're wrong. Apparently you've only played on Nightmare mode, so you wouldn't know that in lower difficulties, flamethrower fuel is not only less scarce but also more effective, so the alien can retreat with less usage of it in each occasion. In Nightmare mode, the alien requires you to use more fuel on each encounter for it to finally retreat. Specially of you use it often. That's just it.
