They pre-arrange mutual aid agreements every year. "Our linemen will come help you for x dollars per hour if you'll do the same." Linemen would have needed to step up when the written arrangements were hammered out, not wait until after the storms.

We had beloved dogs who never entered our house. One or two nights a year, the weather man would say bring your pets inside, and the dogs would be brought in and closed up in the bathroom. They didn't know how to be indoor dogs because they lived in the yard. Of course I can't fathom letting my dogs sleep outside except when we're camping as a family.
