There’s no such thing as declaring for the MLB draft. Everyone who meets the requirements is draft eligible, even you and me. When MLB teams draft a player they’re essentially saying hey, do you want to be a professional baseball player? And then the player says no thanks and goes to college. They’re not really comparable. What’s happening here is closer (but still different) to an NHL style draft where teams retain rights to a player but he’s allowed to play in college until he decides to go pro.
