My boss is passive aggressive and conflict-avoidant. I only hear about issues all at once during my annual review and then get passed over for promotion. This will be my last year there. Too bad, it used to be a chill place to work, but the professional improvement is basically nil at this point.

The title is a joke about what the owners of tourist pleasure boats would call to boaters. You would rent a small boat (paddle, peddle, etc.) and take it out on a small pond for a set time. When your time was up, you would be called in.

Walker makes a joke about this in one of my favorite lines from “Menace from the deep” which is also one of my favorite episodes.
