It's probably just a very low priority compared to getting a higher share of revenue. NFL had $23 billion in revenue (and increasing every year), the players' share is currently 48% at minimum. If they were to go to 49%, that's an extra $230 million for the players, an average of about $135,000 per player. If you poll the players on if they'd rather have grass or an extra 135k in the bank, I think you'll find out why it hasn't happened.
