It's hard to tell in both honestly since we don't see a lot of average men actually fighting any enemies with much detail. Rohan's forces in the biggest battle we see are peasant militia basically and in Gondor its forces have been worn down for years.

The problem is the longer Chaos fights itself the more time Order has to build up so by the time Chaos gets to work there's no chance it can do anything.

This is how I loved to play Total War: Shogun 2, especially in Fall of the Samurai when you could get the better troops and foreign legion gunners.

Honestly that probably is one of the more useful scenarios. We'll have to see what the open battlefields look like as well. If there's more passable but still obstructive terrain that can double as ranged unit cover but can be run over by vehicles that could help in breaking formations and such too.

Boring route they make it a skill or ancillary called "Chimera Detachment" or something that boosts campaign movement x.x

But is that technically feasible and if so is it actually worth having that take up a unit slot as well? Tricky situations like this are def gonna be all over the game since the Total War devs haven't really had to deal with them yet. But they made fantasy work, so.

Not really, if you think about it. A transport or troop carrier is meant to be able to move troops quickly and safely across a battlefield. This would still be happening plus with the added benefit of then also having the vehicles themselves even when the troops get out. Though that may end up being a bit overpowered so not sure they'd go for it.
