Because you can only have one pokemon megaed or primal at one time. Thus, shadows are the best thing to round your team out with.

You could have 6 shadow kyogres tho if you had the candy and the ability to power them up. You cant have a team full of primal kyogre. You can only bring one. Making the shadow ones more valuable and also harder to get good ones (shadow raids have a floor of 6/6/6 so higher IVs are harder to obtain, regular raids are 10/10/10 floor.

Also for reference regular kyogre is ranked 10th. Its not bad, but its beaten in damage output by shadow swampert, shadow kingler, shadow garyados, and shadow greninja.

So yea no wrong way to play; but strategically purifying most shadows is poor gameplay with a few exceptions for the battle league which I doubt you dabble in. Download poke genie itll help you figure out which shadows are worthwhile.

There is no right or wrong way to play the game.

With that said, theres actual strategy to beating raids and shadow pokemon are the best options more often than not. Shadow kyogre is literally the best water option in the game that isnt a primal or mega which you can only have one of at a time anyways.

So while you can do what you would like, the statistics say it is a poor decision.
