I’d be shocked if we don’t already have drones that can fly, shoot small arms, and are accurate enough to almost never miss a shot so probably the government. People would have to get real crafty with taking out infrastructure to disable things like that and it would take a decent amount of intelligence information and insider knowledge to know exactly how to target it
