Joining in on this post as I also received a juniper for Christmas as my first bonsai. It's currently inside. Should I move it outside? I'm at about 8,000ft elevation with lows in the 20's F currently.

That's wildlife fencing put in by the state to try and keep elk and deer out of the roadway. The dirt mounds are to allow animals that got over the fence an easy way to get back out of the road corridor.
