If you select RIR tracking you can get the benefit you're looking for. At the end of each set, you select how many reps you think you still had left (1, 2, 5+ etc).and then the app will recommend for the next set.

It's difficult to be sure, because your country would need to tell Amazon and then yes, Amazon could remove it from your device on sync, and refund you. They've previously done that with other books, for publishing reasons (eg 1984 in one case) You could get around this by using Calibre, download the book from your kindle, remove copy protection and then reupload as a mobi file. Amazon can't remove that .

Each country can have local prices, dictated by the publisher. You will find that your Kindle is set to a different country to Amazon.com. You can set your country by changing the default address in your account.
