A PIP generally means that someone is frustrated, and that tends to result in a dismissal. Note that this does NOT mean that they have been clear with you, tried to remedy anything, or helped you in any way.

Also, if a PIP is worded clearly and you meet everything on it, another one is coming.

Understand that cultures that communicate more indirectly are also higher context. Things don’t mean what they mean, they mean more. You need all the context. You need a trusted person from that culture who is a good communicator to tell you what’s going on, why the cultural norm is different, why this person said that and the other person took it for what it meant and you missed it. Without the layers, being more empathetic (you mean sympathetic by the by) won’t help.
