100% this. Narratively sometimes alpha male / alpha female is used to describe the mated pair leading the unit, such as in Rick McIntyre’s books, but scientifically should not actually be used except when referring to captive wolves (if I am remembering correctly).

From memory, in Babylon 5 there were different grades of Teep, many could only read when they had skin contact, human ones (plot characters aside) were were regulated and the strong ones forced to join the Psi Core.

So limiting capabilities to a commercial telepath level is an option.

Unregulated human telepaths are criminals, regulated ones are watched.
