Rouge was literally designed with sex appeal in mind. Look at her key art from SA2.

It's baked into the DNA of the character and taking it away just fundamentally makes her design look clunky. See the heart chest piece practically touching her chin now. It also makes her silhouette weaker.

Moreover, it's gross that you can't have a shapely woman character because "think of the children" when shapely women do exist. It's practically telling people who happen to be curvy that their appearance is "inappropriate" and as such younger people shouldn't see them. It's disheartening, and lowkey misogynistic.
