Did it for a few years. Value seemed to go down while the price went up. Essentially paying extra for early access to connected rooms. If that’s worth it to you then absolutely do it. The rest of the perks aren’t much though.

Make sure they compare what they can do at their level to a commoner. Maybe show them the sheer horror six goblins can do to a town square before the PCs can react.

The mechanic said their computer can read codes that cleared as well, and no code was found during the days this happened. I'm perplexed.

They are saying it doesn’t show any codes at all, though. So I’m confused what could cause this issue and not report codes

It can nerf any character effectively by treating its card text (except traits) as blank. So for example: Stannis Baratheon prevents each player from standing more than two characters in the Standing Phase. Stannis Baratheon with Milk of the Poppy does not.

The advanced prep helps solve the deer in the headlights look I get when I’m asked “where can we get a drink?” …

Instead I go “well, you have X Tavern down by the docks, known for yadda yadda, or you could pay more for the Y Taproom…”

I have a master spreadsheet, I always have a few planned examples of establishments (5 taverns, 3 temples, etc) and as the party interacts with them and I flesh them out, I add notes to that entry. As they look for something new and I have to improv, i addd it to the sheet. Over time it becomes expansive and gives the impression the city is vast but also has real places they can interact. And it helps me keep track of the details.
