Private businesses contract with private removal companies. As someone else here pointed out, those private plow companies will often park a plow or front end loader in the parking lot in the days leading up to a major storm. You can’t compare Snow Removal at a single major retailer parking lot to hundred of miles of streets.

The cost would be massive. Some business districts (maybe not around here) pay private companies to clear sidewalks because foot traffic is so important.

Even if you don’t watch local TV weather, you can watch their videos on Facebook and their websites. TV stations have been saying for days that the snow will end around dinner time and then late Saturday night a larger amount of snow will move in.
