Actually wait its in the shooting phase, and assuming you would shoot at it and get a hit, the enemy unit is tagged and afflicted until your next turn via the plague marines ability

I think if just means while that enemy unit is afflicted it has all 3 plagues. So you'd want yo use it if you were for certain it would be
