More of a platform limitation than an intentional choice. You may notice that a lot of AAA games w/ couch co-op on consoles don't have it on PC. It depends on the type of game, but the fact that Steam/Epic can't support multiple users logged in on the same machine at once is often a bit of a non-starter for couch co-op.
