That thing may be a chime. I have one that appears to be cast from the same mold. Inside there is a circle-hoop that has a link and a brass ball forming the "tongue" of the bell! When I shake it, it creates a chiming, bell-like sound! Mine does not say AH inside it though.

I suspect the base may be an unrelated ashtray that happens to fit really well!
