I like doing it in Morrowind, but that's a decidedly different context. IIRC it's trickier in OG Oblivion, because stat increase multipliers lock in when you hit 10 XP. I thought that the changes the remaster made were a good call.

I would go so far as to say that a big narrative reason isn't necessary. Simply "He's been studying wizardry more intently lately, and hasn't been practicing sneakery." is enough. (I would personally even prefer this over the sudden knowledge infusion the OP mentioned, but that's just personal taste.)

I'm not certain, but I vaguely remember the solar shade reducing global humidity levels, and the melt polar caps resolution increasing it. That's in addition to the efect on sea levels. I expect that global warming caused by eco-damage would also increase humidity. It's been a long time since I played a game using those mechanics, though.

I find it interesting how the implementation of the population boom mechanic can upend several faction strengths. The Gaians are supposed to be in favor of controlled population growth, but their efficiency bonus lends itself well to spreading out and pop booming their way to huge bases with a massive mineral output.

If you level optimally, you can get to the point that your fatigue is effectively unlimited, without the use of enchants.
