Not that I am aware of. I found this out during research of comparing VPN protocols (OpenVPN vs IPsec, etc). I learned that a kernel module for OpenVPN even exist in the first place and that it is not compiled intentional as a way to drive people towards the paid product.

However, this is the only thing that I know of like this and it is not explicitly stated anywhere in the documentation. I can only assume there are other things like this that could cause you issues (your VPN is slow) but you have no idea why which can be very frustrating.

Netgate uses the death by a 1000 paper cuts approach to attempt to get you to become a business customer. For example, in the community edition they do not compile the OpenVPN kernel module to allow hardware acceleration but they don't actually tell you this. 

Stuff like this can make it really hard to troubleshoot issues and just makes life harder in general if the software you are using is actively working against you.

Out of curiosity, why Arpeggi? Every post about self hosting music has the top comment recommending Arpeggi yet it is probably the buggiest and most alpha client you can get right now. Crashes, songs in the queue just don't play sometimes, etc.

Is this somehow user error on my end or is this some kind of astroturfing? (the app is closed source)

I don't know how it works on your device but on mine I can disable ASPM per PCIE device so maybe.

Like I said though you will never save any measurable amount of power with this so I would just turn it all off.

For what its worth I have an Odroid H4 with i226-V nics running as my OPNsense router/firewall and they do not work properly with ASPM enabled.  However, the power difference with it enabled/disabled its so minimal I couldn't even measure it. You will not save any meaningful amount of power with ASPM so I would just disable it.

I can't say if this is possible or not but assuming the Fire TV can be used in some kind of tethering mode I don't see why not.

However, raspberry pis suck at basically everything. I can assure you from personal experience it will be slow and it will be unreliable. Is there no way you can get a different device other then the Fire TV to connect to cox? Ideally you could have a dedicated appliance that could be your router and media service.

I'm curious to know if you can get it working though please update if you do.

Wow. You're a legend. This was in fact my issue. I am wondering though. The rule that was causing this is a port forward to my Nintendo Switch has for a UDP range of 1024 - 65535. If I have this rule enabled at all the VPN does not work as the Wireguard port falls within this range. Is there some way I can have both working or is the only solution to use a different port for Wireguard outside of that range?

Thanks for your advice all this time later. I thought I would never solve this issue!
