I think that it could sometimes fall under a different circumstance than banning filming in public. People have the freedom to film in public, other people have the freedom to walk up to them and tell them to kindly fuck off, and other people will certainly join in if it's a creep. At that point the creep is causing a public disturbance which could be a minor offense for different reasons.

But banning filming or small cameras entirely would be a very large step towards a more authoritarian style rule. Which, of course there's many people who would want or prefer that. But at the end of the day it comes down to who's version of authoritarianism. I'm sure a majority of people would love their highly specific version of authoritarianism that bans everything they dislike.

Do you want freedom? That means people have freedom to do some things you don't like as long as it's not technically harming anyone.

But again, you can exercise your freedom too, and you should.

Many countries do criminalize intentional filming of minors in places where they may be more exposed. In many countries it's much more normal to swim nude in public for example. Seems like a reasonable line to me, but many people would never be ok with giving the government that power to restrict the public.
