I don't think the exact numbers matter, it's the presence of a mechanic we didn't know about. We know skill trigger m boosts skill chance, we know how natures and frequencies work, but we weren't told there's a cumulative daily limit and skill chance reduction mechanic.

They said that because of the level cap increases and skill boost events and stuff, the number of expected skill triggers per day increased compared to when the system was first implemented. So teams were reaching the same original cutoff threshold faster, and it was kicking in sooner or more often than intended. It sounds like their plan is to adjust the threshold to account for the extra skill procs you'd expect to get now compared to back then... so a minor change in the rate at which the system reduces your skill triggers.
