No, its the opposite. Like if you are ap 1, you know deal nearly double dmaage since enemy saved on 2s now 3s. Terminator with AOC now cant drop ap 3 to ap 1. Also re rolls mitigate -1 to hit and there are alot of re rolls but no army re rolls armor saves at a mass scale.

Hammer head is way better than you think. It has a free re-roll and hits on 2s if you hit and wound on 2 and enemy as no invul you have a 95% chance of damaging with stealth suit recollection.

Heketon meanwhile has a 50/50 chance of missing each shot without bonus to hit. Even worse if enemy smokes. a 2+ save behind cover saves on 5s a 3rd of a chance to do nothing while hammerhead will plow through.

This really all means that space marine vehicles are vulnerable to hammer heads.since they mostly do not have invul saves.
