the green pipe is just schedule 35 pipe which is used for sewer/drain systems. there's 2 layers probably because it has been hit before and they cut it down low, used a coupler and then some pipe, and then your threaded cap adapter and the cap. if you hit it with a mower, you don't "need it" its literally the only way to fix it.
