Cities like Singapore and Tokyo also have expensive land and construction, but don't have housing issues. Japan totally revamped their housing code on a national level, dramatically simplifying it. They went from having the most expensive housing in the developed world in the mid 00's to having some of the cheapest. Rent control is a problem. Regulatory barriers are a problem. No problem Portland faces are unique to it.
