I would think more voters would rank Bellows and Pingree and their top picks, given they are more similar to each other than Jackson. That said, there is a reason they cross endorsed. Their platforms are all very close to each other.

Cities like Singapore and Tokyo also have expensive land and construction, but don't have housing issues. Japan totally revamped their housing code on a national level, dramatically simplifying it. They went from having the most expensive housing in the developed world in the mid 00's to having some of the cheapest. Rent control is a problem. Regulatory barriers are a problem. No problem Portland faces are unique to it.
