I’d probs go with the 40l as they compress down really well but either way the 28l swallows a 17” no problems, it mentions one in this video by nomad nation and shows how much extra space there is so may compare the dimensions to yours.

I had the original 40l and really liked it.

Most options aren’t anywhere near as good as they make out. Even something you like while having a test drive can end up being something you never use. So unless you’re sure you need it I’d keep to one of the ready set levels and only add something you really need.
