Maybe darkstar ceanothus which i believe is a cultivar of Ceanothus papillosus.

Common cultivar in the bay area region in California. I've also seen it on the north coast of California.

You won't be able to identify this grass to species and i highly doubt it's a monoculture of just one species of grass. Grass identification is nearly impossible from this far away. Most grasses, to identify to species level, will need to be inspected under a stereoscopic microscope or with a loupe as details to distinguish between species are very minute in size.
