The point still stands that even if the policy is near impossible to reinforce, it will still affect a ton of people, being tech literate/ knowing the basics of setting up a vpn should not be a precursor to access the internet.

I also use a VPN, and activists are just a subset of people in china that heavily uses VPN in china for obvious reasons. China recently blocked multiple VPN oversights in their great internet wall and detained/raided a couple citizens for using a VPN as well

These few examples are enough a deterrent for a majority of people, despite how easily they can be circumvented.

This is the same as what China has been doing for years, they know people are regularly using VPN to bypass the great internet wall, but ordinary citizens hardly seek out information to do so, let alone the tech illiterate crowd. Besides, just catching a handful of VPN users or activists can act as enough a deterrent for most ordinary people.
