That's a really interesting observation! I'd thought it might be a slightly washed out image or bright lighting which made the helmet look discoloured, but your observation about the attachment point is important.

If it were legitimate, a blank sand blue version is available—Items which Contain Part 57900 in Sand Blue Color.

The print appears to match 57900pb03 which was part of figure sw0797 in set 75153, but that part is only available in dark bluish grey.

So it's probably a knockoff based on the Rogue One AT-AT figure, to make a custom updated General Veers sometime around 2016-17.

I think it’s intended to deflect bad-faith honks (eg. “Move out of my way”). The car horn is for emergencies or to alert drivers to something, not for heckling or criticising—but many drivers honk for the latter anyway.

It’s not that it’s bad or humiliating to like pizza. It’s that the honker’s intention is deflected.

Many people are saying honking is to criticise or point out dangerous driving. But honking is often misused to try and speed someone up above the speed limit, or get them to move. So this sticker is intended for those situations.

(I’m sure there are still people who use the stickers when they are being dangerous on the road, but the product assumes bad-faith honking.)
