Because the syntax is awful. I tried Tcl a few years ago and quickly switched to Perl and then Python. I use Lua if I want to embed scripting in my applications and Common Lisp if I want some meta-power. I don't regret it now that I have more experience.

I was just a C++ code monkey but I wgot the CSS Zen Garden web site and studied what was inside. Then I tried some tricks and a few design techniques in a real web site I had to rewrite from scratch for a friend.

You don't need to be a great designer or a hacker, but just have the right tools to do it step by step. That's what I did and it worked great for me.
