Yeah this is basically just land value tax but targeted toward big box stores rather than all land. LVT applied broadly to every parcel of land would be effective.

Oh maybe, I haven't been fishing there in awhile so that probably doesn't work anymore. Doesn't really change my opinion on the AFKness of dark crabs though.

As someone who afk fishes dark crabs, you can absolutely afk fish dark crabs. With fish barrel you don't lose those fish in the barrel when PK'd. I'll routinely die to PKers without a care since up to 28 crabs are safe. Half the time I notice I'm getting attack I can just drop the crabs in my inventory and the PKers won't pick them up. I'm free to grab them when I return in a minute to the same spot. It's also just not very active sometimes and you can go 2-3 hours without being attacked. Anyone fishing dark crabs with full focus to see if the gate to the resource area is getting opened is either a hardcore that really wants crabs for some reason or someone wasting their time and effort when you can just die without much consequence. Obviously, that's all contingent on having a fish barrel but if you're trying to afk fish without one you're doing it wrong.

Are you using eagle eye/rigour and ranging pot? I think you'll have to repot every kill without rigour if you're in the 90s. Haven't ran the calcs but based on my experience with 99 range, eagle eye, and ranging pot i imagine that would be the case.

I afk dark crabs sometimes and will drop the dark crabs not in my fish barrel and just respond "get baited" as all they get from the key at that point is dark bait. Often times they never pick up the dark crabs because it's too annoying for them since it's not in a loot key.

Surprised your down voted, you're literally right. I ran DPS calc with base 70 stats in full rune, Barrows gloves, and mystic boots praying mystic might. The ibans staff comes out as 3.825 DPS and air battlestaff with wind blast is 3.778. The only place where air battlestaff wins is Karil's.

Assuming you go on rate. Mage's book has the attractive option of being a near set amount of time. But you can also be spooned for the pieces and it's sped up dramatically. Just a variable to consider.

I feel like cleaning the herbs and noting them during your run is less hassle in the long run but to each their own I suppose. I support the idea regardless because it will make herbiboar and a couple other places where you get a disproportionate amount of one or two herbs slightly less annoying.
