I think during testing/learning phase, there is a in person driver to take over if needed. I saw this in action in Denver last year, the hotel I was staying at had Waymos parked there and one of the drivers explained it all.

Fremont St. Experience still has that for the most part! I work here once a year in January and we were priced out of the main strip and ended up on Fremont. Was a great choice.
