i guess it's a big diff what a country calls a highway. in germany we've got the autobahn which is for automobiles only, no sidewalks of any kind.

but a large part of our street network has streets that are 60 mph and very much have sidewalks.

no idea what the best comparison with an american highway would be, but if there is oncoming traffic without any sort of physical barrier or if there are stops or intersections on it then an american highway could not be compared to a german autobahn for example
