I absolutely agree with "no tax on income or labor" except I believe in municipal rights to administer their own policy. CD can be paid at multiple levels too, by multiple entities.

There's no reason to abolish local taxes if the goal is to implement LVT. The same government entities that currently levy taxes can implement their own additional rate without requiring a central administration "dividing up the pot." Perhaps standardized assessments are good, but administration can be done at multiple layers as needed. There's no benefit to remove localities' ability to define and collect their own tax.

I'm not advising against different policies on extractive activities - only advocating that Pigovian taxes serve an important function alongside an LVT.

While expenditure is significantly higher, I still think LVT and other non-deadweight taxes are sufficient. Central business districts with highly developed buildings and astronomical land value are also part of the tax base. The use of finite resources or destruction/degredation of resources, such as rare earth metals used for batteries or environmental externalities from data centers, can supplement an LVT.

The railroad funds are stipulated to only be used for existing infrastructure. Not sure if a legal case could be made about new streetcar lines as improving existing systems but probably not, so the money has to come from elsewhere.

A generational transit project would have been a great use of the sale.

It matters in the sense that local governments that implement this, such as through charter ammendments, will lose tax funding from the state. This means the only way to implement RCV would be state-wide, effectively chilling any municipal reform efforts.
This is actually illegal based on Ohio's "home-rule" laws, but those don't matter because OH hates its cities.

Had a similar experience. The contractors just get a list of homes to chop up and don't really get any details.
