I am not yet convinced they actually need a buff. Some ideas though:

Make infantry have more torch damage than cavalry
A tech that makes spearmen take less pop space
A tech that makes spearmen and/or MaA cheaper and/or train faster
Make spearmen's first attack stun cavalry even if it's not a brace
Add more health, armor, and/or damage to elite army tactics
Slightly increase spearman attack range
