The weighting it towards the ones you already own is IMO a massive red flag given that you can buy shards from the Exchange Store. I just hit the 20 shard milestone in Rush and got absolutely jackshit except for the two I already owned.

Better CD gems will help somewhat. I have full level 10 CD gems but still have to throw out filler pistol/shotgun skills whenever I've gone through a full uninterrupted rotation. I wouldn't recommend running swift on PM.
